Because you may need to read your shorthand sometime in the future.
That's the simpliest answer. And you probably will. If you take notes in a class, meeting, phone messages, diary writing, etc., you will need to read them in the future.

You also want to "test" your shorthand writing. If you just write, write, write, you never know if you've written it correctly. Even if you read it.
Transcribing makes you look at your shorthand different. You see it as longhand as well as shorthand. This will also help you in writing shorthand outlines.
